For citizens of the rest of the world

A residence card through your European family member

A European living on Gran Canaria can bring their non-EU family (spouse or registered partner, children, dependent parents) under form EX-19: the file goes to the Oficina de Extranjería on Plaza de la Concordia 5, and the card it leads to is tied to the European’s own residence. The family of a Spanish citizen no longer uses this form: since 2025 they have an authorisation of their own.

The relatives covered

  • Husband or wife, or a registered partner
  • Children of either partner who are under 21, and older ones who are dependent
  • Dependent parents, on either side
  • Possibly other relatives who depend on you, and an unregistered partner in a durable relationship you can prove

First, your European relative’s registration

Everything starts from the European’s residence. They register, before you or on the same trip, and their green certificate, passport or ID card and proof of situation become part of your file.

Papers for the EX-19

  • The EX-19, signed by you
  • Your passport, in date, photocopied
  • Evidence of the family tie (marriage, partnership or birth certificates), legalised or apostilled and translated where needed
  • Your relative’s green certificate and passport or ID card
  • For children over 21 or for parents: proof that they depend on you
  • A recent photo, and the 790-012 paid

Married to a Spaniard, or their child?

Then this card is not the one. EX-19 serves the family of citizens of the other EU states, of the EEA and of Switzerland. Since the 2025 reform of Spain’s foreigners’ regulation, the spouse, partner, children and parents of a Spanish national ask for their own authorisation, officially a residencia temporal de familiar de ciudadano español; Plaza de la Concordia’s list on the Delegación del Gobierno’s page does not show it yet, so we check where it goes before anything is booked.

Where on the island

On the Delegación del Gobierno’s extranjería page, the card for relatives of Union citizens is one of the matters handled by the Oficina de Extranjería, Plaza de la Concordia 5, 35003 Las Palmas de Gran Canaria (928 999 260). The card itself is a TIE, and TIE cards belong to Plaza de la Feria 24 in the city and to the Maspalomas and Santa Lucía de Tirajana stations in the south.

The file and the card may therefore be dealt with at different addresses. Your appointment confirmation, or the letter you receive, says where to go at each step.

Questions

Does this card allow me to take a job?

Yes. Paid work and self-employment both come with the card; no separate work permit is needed.

Is a registered partnership enough, or must we marry?

A registered partnership is enough. An unregistered relationship may also count if it is stable and you can show it; we go through your evidence with you.

My partner is Spanish. Is this my route?

No longer. Since Spain reformed its foreigners’ regulation in 2025, the non-EU family of a Spanish national asks for a residence authorisation of its own, as familiar de ciudadano español; Plaza de la Concordia’s list on the Delegación’s page does not name it yet, so check where it is filed before you book.

Where is the Oficina de Extranjería in Las Palmas?

At Plaza de la Concordia 5, 35003 Las Palmas de Gran Canaria, phone 928 999 260, according to the Delegación del Gobierno en Canarias.
