For EU, EEA and Swiss citizens

The green certificate for Europeans who live on Gran Canaria

Europeans who stay on Gran Canaria longer than three months register as residents on form EX-18: at Plaza de la Feria 24 in the city, or at Santa Lucía de Tirajana if they live in Santa Lucía, Agüimes or Ingenio. The certificado de registro they receive is a green sheet, hence “green certificate”, and it carries their NIE. No visa comes into it: EU, EEA and Swiss citizens move freely.

Who must register, and when

Anyone with a European passport who makes Gran Canaria their home for more than three months: the Swedish couple now living all year in Mogán, the Italian waiter in a Playa del Inglés hotel, the German developer working from a flat in Guanarteme. Each adult registers in person, in their own name.

If someone in your family holds a passport from outside the EU, their path is a different one: form EX-19, and a card of their own.

Your proof follows your situation

  • Employed: your work contract, or a certificate from your employer
  • Self-employed: your registration as autónomo (self-employed worker)
  • Pensioners and people with savings: documents that show enough income for the whole household, plus health insurance; a pensioner’s public cover often comes through an S1 issued by the paying country
  • Student: your enrolment papers, health insurance, and a signed declaration that your means are sufficient
  • Joining a European relative who lives here: proof of the family link, and that relative’s own registration

Certificado de registro UE Las Palmas: Plaza de la Feria, not Luis Doreste Silva

In the city, the police directory on policia.es places the procedures for Europeans, under the heading régimen comunitario (literally the Community regime), at Plaza de la Feria 24, 35071 Las Palmas de Gran Canaria, phone 928 999 281. They do not appear at Calle Luis Doreste Silva, the city’s address for the bare number. The two are easy to confuse, so check the address before you confirm a booking.

In the south, the régimen comunitario is in the entry of the Comisaría de Santa Lucía de Tirajana. The Comisaría de Maspalomas does not have it, even though it handles the NIE. A ministerial order set the Santa Lucía unit up for the residents of Santa Lucía de Tirajana, Agüimes and Ingenio, so a European living in Playa del Inglés or Mogán should expect Plaza de la Feria, unless the booking system offers Santa Lucía.

Papers to put together

  • The EX-18, signed
  • Passport or national ID card, in date, plus a photocopy
  • The papers that prove your situation (see above)
  • Receipt for the Modelo 790, código 012
  • Booking confirmation
  • A recent padrón certificate, if you already have one, to show where you live

Questions

I hold a Swiss passport. Is the procedure the same?

Yes. Citizens of Switzerland and of the EEA countries register in the same way as EU citizens, with form EX-18.

Can I register at the Comisaría de Maspalomas?

No: EU registration is not in its entry on policia.es. In the south it appears only at Santa Lucía de Tirajana, a unit set up for Santa Lucía, Agüimes and Ingenio; in the city, at Plaza de la Feria 24.

Does the certificate prove who I am?

No. It has no photo. Keep it with your passport or national identity card, and show both when an office asks about your residence.

I am staying less than three months. Do I register?

No. A short stay needs nothing beyond your passport or ID card. A purchase or a contract in that time needs only the number, requested on form EX-15.
